why whomever is not correct since he is subject and whomever/director is object so according to object rules shouldnt it be whom instead of who???please explain

Please do specify the source of the question. Also I would recommend that you practice questions only from the official guides or from the GMAC software. No matter how hard a company try to imitate the official questions, the questions will likely contain flaws that are not tested or incorrect.
Rule 1. The presence of whoever or whomever indicates a dependent clause. Use whoever or whomever to agree with the verb in that dependent clause, regardless of the rest of the sentence.
Examples: Give it to whoever/whomever asks for it first. He asks for it first. Therefore, whoever is correct.
We will hire whoever/whomever you recommend. You recommend him. Therefore, whomever is correct.
We will hire whoever/whomever is most qualified. He is most qualified. Therefore, whoever is correct.
"who" is a subject pronoun and "whom" is an object pronoun.
