I'm a bit depressed about my recent GMAT score. I posted a 690 with Q(44) and V(41). I'd like to apply to Harvard, Wharton, Booth and Kellogg and I don't think that I have a chance at getting in with a 66% in Quant.

You have a great score! I think you need to focus on Applications. That's a good score and also one that can differentiate you. Nobody wants a BSchool full of nerds with pencil protectors (enough of them already). Good example is MichMax3- look up her profile. She has a quant score even lower than yours and she got into Booth, which is a heavy Finance school by definition.

Their average is 710-720, which means all those 750+ guys have to be balanced out by people with other scores and I have to say there are a lot of 750's at those top 3 schools, which means there are even more of those who have less than 710 or 720.

I second bb's opinion but at the same time, I believe that its the lower verbal score that can cause some problems for a prospective student. For instance, if some one has a score of 690 with Q 48, V36, then he/she will be having some issues while applying in top schools. Top business schools put emphasis on high verbal scores, since they want to have a candidate who can communicate good in the class. (Yes, I do agree that class correspondence is greatly measured by TOEFL or English language tests but some schools think otherwise).
So, in your case, I dont think you need to retake. All you need to do is work hard on your application, discover and share something unique about yourself in the application and develop interesting stories.
