Why E is incorrect?
Since 1992, in an attempt to build up the Atlantic salmon population in each of the seven rivers in which salmon still spawn, state officials in Maine have stocked them with fry raised in hatcheries from eggs produced by wild fish found in that particular river.

If end of the sentence has mentioned a particular river "in that particular river", why "that river" is wrong?

Original sentence:
Since 1992, in an attempt to build up the Atlantic salmon population in each of the seven rivers in which salmon still spawn, state officials in Maine have stocked _________ with fry raised in hatcheries from eggs produced by wild fish found in that particular river.
Simplified Example:
Yesterday, at the orphanage we celebrated the birthdays of 10 children so we baked 10 cakes.
In an attempt to make each child happy, we baked _________ with a picture of that particular child.
What will we put here? We are talking about baking each cake with a picture of that particular child. So we must say "each cake."
Can we say "that cake"? We are not talking about one particular cake as yet. We haven't mentioned one particular cake before. We have just said that we baked 10 cakes. We are talking about all 10 cakes. That for each cake, we put up the picture of that child for whom the cake was made (now we are talking about that particular child for whom that cake was made)
