Because the non-underlined portion says - his company WAS sponsoring....which is past tense....we need to have past tense in the underlined portion too....
a) hoped that he go - that he go is completely wrong tense. It seems to be subjunctive but there is no need of subjunctive verb here....go should be in past tense rather
b) was wishing that he be able to go - un-necessary wordy and wrong tense
c) had a wish to be going - to be going?? - wrong usage again
d) had great hope of being able for going - being able to going....wordy and awkward
e) strongly hoped that he could go - hoped that he COULD go....because of could the interpretation is in the past hence correct....
