IN GMAT - "if" is used only for conditional statements i.e if X, they Y. But that's not the case here. Its simply a yes or no sort of situation so "whether should be used" This consideration alone KILL A,B and D

Although X, Y is used to show contrast for example : Although I go against the rules, I still deliver results. Since the sentence is simply showing only simultaneity of 2 actions "AS" is good!
go with C, fingers crossed. What's is answer? What's the source?
foot note - you don't even have to bother about the pronoun "they" here as all the 5 option uses em'

In A, "Since" is giving the meaning of "reason".
Here the meaning which is depicted that "while they rethink" then " they should do" something.
This meaning is being correctly depicted by "AS"
There is no contrast required hence " Although" is not required.
Hence we are left with B, C and D.
In B, "they will ask" is incorrect.
In D, "If" is incorrectly used here. It should be whether. As If gives conditional sense.
Therefore, answer is C.
