E is the correct answer

it took me only 51 sec
Shortcut: idiom is "ranging from X to Y" reading vertically at the end of the sentences only option D&E got "to"
Eliminate A,B&C
"reducing" in D is not parallel with "ranging from new airport..." the word after to should be noun... D is eliminated

Make sure to re-read the whole sentence with option E to make sure it fits

KAPLAN OFFICIAL EXPLANATION:



E.

The sentence contains two parallel elements-procedures and reductions-that are incorrectly joined by the construction from...and. The construction should be from...to. Eliminate (A) and (B). (C) changes the parallel structure format with such as, but reducing is not parallel with improvement and encouragement. Moreover, reducing can't be followed by the preposition in, from the original sentence. Eliminate (C). (D) correctly uses from...to but includes the non-parallel procedures and reducing. That leaves (E), which is correct.
