It is surprising that OA is D. Advise that follows the subjunctive mood. So the next verb consume in the base form is correct. B, C and E can be eliminated because they all break the subjunctive rule. In D, using advise without the preposition that is okay but there is a split infinitive- to not consume, which makes D look wrong.
