This is an example of parallelism. Main point of error is  delivering  vs  to deliver .
Keep  delivering  as it is parallel to catering & giving.  Eliminate D & E .

Option A & C used infinite word  to provide  and  for providing  reflects meaning error.  Eliminate A & C .

I think that answer B is the only possible option. I wonder who checked answer C for that question. This question was too easy for me, and I wish all equations on GMAT were like this. Then I would easily pass this test and went to the university which I want. Besides, the topic of this question is interesting. I wonder who is the author of this question. Usually, at assisted living centers meals catering and postal services are considered as very basic needs. I remember when our grandpa didn’t want to live with us under the same roof. We found an assisting living center near San Antonio on  https://serenityoaksassistedliving.com/living-options/assisted-living/ . They had way more activities and meals catering, and postal services were included in the payment. It seems more like a resort for elderly people.
