I think the OA should be C. As per the meaning of the structure contrast is required. So, while should be there. Left with A,C,D. As the word "believe" should follow by that so, we are left with A and C. In A "they" is creating problem. It looks like they are pointing to educators which doesn't make sense in this context. The "tests" are beneficial and motivators.

A: eliminate because of THEY (pronoun problem, meaning problem)
- pronoun THEY must refer to a plural noun. The only plural noun are EXPERTS and OTHERS

B: eliminate because this is a comma-splice/run-on sentence (two complete sentences linked with only a comma)
- this is a fatal error. B cannot be the answer

C: keep

D: keep
- note that IT is ambiguous (not a fatal error, but something to note)
- IT must refer to a singular noun: in D, IT could refer to EMPHASIS or to STANDARDIZED TESTING

E: eliminate because of THEY (see A)

We are left with C and D. Answer choice D has some ambiguity, while C is clear.
So C is our answer
