B and C both seems right, but I pick B because it follows the cause and effect structure, hence is clearer.
@andysimple, How does it follow the cause and effect structure? Can you please explain it to me...

By the way the reason why I asked this q is to ask isn't 'police' referring to a group of people? And since a group is supposed to be singular shouldn't we use a singular verb?

I would like the voice the same concern. "The police" seems singular to me too.
Could someone please clarify ?

The Police, The Army and a couple more 'groups' are plural by definition.

I know right! but the OA says it's B... We should get a good explanation on this one or we must think of this one as an exception.

Looks like C..for some reason B looks less correct than C.
