Answer: C

A. gas with its lesser This sounds off, and "its" awkwardly refers to natural gas
B. gas that emits lower "emits lower emissions" is redundant and idiomatically incorrect
C. gas, which has lower seems okay. The comma which indicating a modifier of natural gas
D. gas to have lesser Same issue as answer A
E. gas, producing a smaller quantity of comma "ing" verb

Please give Kudos!
