Spend time hesitating between B and D but finally choose B.

'protection for motorists' designates a set of objects motorists can buy or use to protect themselves (windshields ...)

A bodyguard provides protection TO someone for example I would say

D does tempt a lot;
well idioms can make you crazy... for no sane reasons of their own
and
protection to is nearly not as good as to protect

oh sorry, i did not wanted to make people wait for too long , just a wee bit :wink:

OA is B.
the deal maker was: providing ... for :vs: providing... to
providing for is correct use
providing to is correct only when u see - providing +infinitive

and people on the forum are very very smart. I have to keep learning from you guys.
