That is exactly what you should do: test out a few strategies and see what works best for you. The time you need and the strategy you follow may change as your skills improve.
My preferred strategy is to read the passage properly and make notes (especially for long passages). And to then do each question in less than a minute per question.
In early stages of preparation, some people may need several minutes to read the passage and more time to do the questions. Such timings will obviously not work in the real exam. But these people cannot just decide to use the Manhattan guidelines. Those guidelines are something to aim for. With enough reading and enough practice, anyone can get there.
