the first one is have->
even though the "have-is" sounds a little off.
but - the main subject is the committee (treated as singular in American English).
[*]Therefore, the verb is singular: is preparing.
[*]The second one-> is "is"
[*]since the true subject is “a set of policies”, which is singular.

1st one: 'who' refers to consultants and advisors -> 'have' should be used
2nd one -> The sentence clearly point to 'set of policies'- now 'policies' in itself a plural but set is singular. Hence singular form 'is' should be used.
