The 1st part in the underlined portion is same for all options, hence only 2nd part needs to be evaluated.
C- whom is only used for persons/people.
B and E somehow feels as an independent sentences joined by conjunction.
A and D clearly serves as a modifier for nations but I would eliminate D because "that have interests that" is too complex to digest.
Hence I would go with A.
