What is the source? This is barely written in English. Stories and scandals can't "come out of the closet"; if someone "comes out of the closet", that means they reveal something, usually their sexual orientation, they had long held secret. It can't be used as a synonym of "come to light" or "come out of the woodwork", which is what this stem means to say. I can't make any sense of the phrase "fresh bait" in this context, nor any sense of what it might mean to "spend more... spirit" on CSR. And is releasing "voluntary norms on CSR" the government's "tactical warfare" the stem mentions? I don't understand how releasing voluntary norms is either "tactical" or "warfare". So I don't understand the question.
