Is the answer: Not X: x (multi); Not Y: / (Division)?
Since integers can be positive nor negative, addition or substraction will work; exponent can work for both (A=0, B=2).

+ : 25 + (-25) = 1, OK, X can be substitute with +
-: 25- 25 = 1 , OK, X can be substitute with +

*: 25 * (1/25) =1 not OK, cannot be substitute with multiple signs since A can only be an integer.
