I picked E (choose between E and B), but I am not sure. What is the difference here between to open and to be opened?

On GMAT active form is always prefered to a passive one. This is why E is better than B

KAPLAN OFFICIAL EXPLANATION:



The phrase proposed that creates a situation in which the subjunctive must be used. The following verb, initially will be, needs to become be in order to be correct, so you can eliminate (A) and (D) (might be in (C) is fine to the extent that it still uses the subjunctive). Of the remaining choices, you can eliminate (C) for misplacing a modifier. By placing supplies at the end of the first phrase, choice (C) illogically suggests that the administrators want the supplies to be opened. (E) is better than (B) because to open is clearer and less wordy than the passive to be opened. Go with (E).

An 800 test taker doesn't give up on a question just because she doesn't fully understand every component of it; she knows that educated guessing is far better than random guessing. Notice here that you'd be able to narrow your options down to two or three choices by applying rules other than those regarding the subjunctive.
