We see a negative correlation here clearly. Then how come for the second option, if we keep the avg temperature to be steady at 13, the average rainfall reduces to 40mm ? We also see a pattern in the graph where in when the avg temp was steady, the avg rainfall was also steady. Kindly explain ?

Yes, for the two to be negatively correlated, reduction in average rainfall should be related to increase in average temperature.
Thus, B should be correct and being edited accordingly.

Elite097, if you closely look at the lines, the value in the last month given is 13 Average temperature and 50 Average rainfall. Thus, it is negatively correlated. 
Option C says that average rainfall drops to 44, while average temperature remains at 13. ­

Elite097, you are correct. I read the average temperature too from right side. 
C is also a probable answer. 

The question is being archived and we will create a better question out of it.

I agree with Elite097 . Option C is more probable. In the attachment of this comment is the graphs of the 3 possibilities. Sajjad1994 can you check it? I think the OA is wrong here, because first option changes too much the precipitation if compared with january and december; and the second option changes the temperature too much if compared with january and december; Option C temperature and precipitation seems reasonable if compared with january and december
