Solved it with maths

In terms of fuel efficiency and average price - one period, it was 25 miles in $2
and another period it was 20 miles in $1.6
If we take its ratio (25/2 versus 20/1.6), both come to 25/2. Hence, option D makes sense - The ratio of average fuel efficiency to average price of gasoline from the 1995–1999 period was roughly equal to the ratio from the 2000–2004 period.
