ANSWER SHOULD BE D, SINCE RATIOS FOR FUEL EFFICIENCY AND AVG. GASOLINE PRICE ARE THE SAME WHEN COMPARED IN THE TWO TIME PERIODS

Option C:Rising gasoline prices led consumers to purchase more fuel-efficient cars.

Now since nothing is mentioned about the purchase of cars in the passage.
Scene 1: In year 2001 price of gasoline was 3 dollars
But in 2002 it was 1 dollars
in 2003 it was 2 dollars and 2004 it was 2 dollars again

Avg price comes to 2 dollars
But can you see that price did decrease once in 2002 ...so you can't say for sure that price increase of gasoline lead to buying fuel efficient cars

Fuel Efficiency
5/20=1/4

Price of Gasoline
0.4/1.6=1/4

Hence D is the Best Answer.

Usually, questions with numbers like this involve some maths so look out for it!

Hi Experts, can anyone help me understand the reasoning behind answer choice B? If choice D was not given, would choice B be a correct answer ? I know in Gmat when 4 choices are wrong, the remaining choice would be the right one (at least that's the best thing to do in the test). But, conceptually, wouldn't the average of a 5 year period (2000-2004) be an average for a specific year (2003) within that range?

Will appreciate clarity on this. Thanks.

This may be true, but there is no info given in the passage to support this claim.

What if people are using same cars, but due to decrease in traffic, they are getting better mileage. Or they simply installed a new exhaust system (rather than buying new car)

There can be many reason for increase in efficiency.

We need to find an answer that is 100% supported by info given in the question. Option C is not supported.
