(B) even though completion of four-year undergraduate programs accounts for approximately 82 percent of the total, the remainder of 18 percent go primarily to the graduates
(C) although completion of four-year undergraduate programs account for approximately 82 percent of the total, while the balance of 18 percent goes primarily to graduation
(D) with completion of four-year undergraduate programs to account for approximately 82 percent of the total, the rest of the 18 percent goes primarily to graduates
(E) as completion of four-year undergraduate programs account for approximately 82 percent of the total, the rest of the 18 percent goes primarily to graduates

Lot of Splits.
1) Accounts/Account ---> Accounts is correct here.
2) Use of Contrast word Although/even though not required. Also, although even though should be followed by comma.
3) graduates of/ graduation/ the graduates ---> Graduates of prof. school is correct.

A satisfies.

Does not the sentence after semi colon look incomplete? It should start with an article such as "the completion"
Can anyone help me understand how to differentiate between a complete sentence and a dubious one such as this one, please?

Hi! There,

When you want to find out the complete sentence- read the sentence without keeping the first in mind. For example read below sentence without considering the striked text:-

The average public university in the United States awards degrees to between 5,000 and 10,000 students per year; completion of four-year undergraduate programs accounts for approximately 82 percent of the total, while the balance of 18 percent goes primarily to graduates of professional schools in fields such as law and medicine.

Don't you think it is a complete sentence.

'The' is not required as we are not talking about any specific 'undergraduate program'

completion (Subject) of four-year undergraduate programs accounts (Verb) for approximately 82 percent of the total, while the balance of 18 percent goes primarily to graduates of professional schools in fields such as law and medicine

It still does not sound good to my ears. But I agree to your explanation. Use of the word "The" or an ''A" can distort the meaning.
