First, you can impose a ban ON something. FOR or ABOUT does not make sense idiomatically/logically.

D and E is eliminated for using for.
A. "they" cannot be used for "party"
B. they" cannot be used for "party"

C. Correct.

In A, them is going back to "opposition members" rather it should be going back to "Rebel Party" hence we need "it".
Clearly, A and D are out.
For the same reason, we need "saying that it" not "saying that they". as in B
So we are left with C and E.
As the action of saying is subordinate to the action "dismissed"
therefore we need -ing form of saying.
Therefore E is out as it try to say the dismissing and saying are two different actions not related.

Answer is C

Make sure that the pronouns are in line + the idiom between X and Y is parallel.

The Rebel Party is singular

on the nexus between it and the dissidents, saying that it did not
have any relations with the dissidents.

well, if test takers do not know the idiom "on the nexus", then people surely are stuck between C and E.
