we have 'the bones' as subject. Is there a rue that article 'the' makes the subject singular?
in option c] do we have a wrong parallelism across 'and' . Can't we say both the -ed words are verbals ?

No. "The" can be either singular or plural.

"Related" is not a verb; it's a descriptive modifier.
You can test for this by checking whether it's possible to rewrite the description with "is"/"are" (possibly changed into a different appropriate tense). Here, This dinosaur is related to Tyrannosaurus rex is a workable sentence, so "related" must be a descriptive modifier.
"Resembled" on the other hand, is a VERB. This dinosaur closely resembled South American predatory dinosaurs (a sentence that's impossible to write with "is").
You can't put a VERB in parallel with something that's NOT A VERB.
