Assumption is something that the author must believe to be true in order to draw the given conclusion. Without the assumption, the argument fails.

The ultimate technique to find assumption is to negate it, when you nagate the assumption argument fall apart.
When we negate option B it destroys the argument. Therefore B is the answer.

Why not D?
If we negate D, that means we don't have enough buses, which means we don't have the capacity to take up more people on road?
