adkikani - D fits into the bill in that it undermines its key assumption: that the players with a high likelihood of injury can even be identified. If they can't, there is no way to ban the right players.

Let's review the answers:
A. Spinal injuries can result in paralysis, loss of fine motor skills, and even death. This stresses the importance for the plan, doesn't undermine it
B. The previous year, more than seven players in the league suffered career ending spinal injuries. This stresses the importance for the plan, doesn't undermine it
C. The players’ union agrees that the risk of injury is an inevitable part of playing the game at a professional level. Somewhat undermines the plan, but it's just someone's opinion, not new information. We'll have to keep checking
D. There is no scientifically valid method for determining the likelihood of any player suffering a career ending spinal injury at any given time. If we don't know who's at risk, there's no way to ban the right players! This completely undermines the plan
E. Players barred from playing because of this new regulation will be entitled to compensation for lost wages at a level determined by the commissioner’s office. Doesn't undermine or support the plan, just provides more details about it
