A is correct.
We need not draw a contrast between the two sources.
The right structure is " X adds 21%, while Y adds the rest 9%"

Balance of 9 inches - is it plural or singular ?
I am confused bcoz total amt was 30 inches, 21 inches transpired by plants and animals and remaining 9 inches contributed to rivers and streams.

Look at the whole term ...
Here the term is "Balance of 9 inches"
This is totality and is thus singular.
We are talking about the balance not the 9 inches.
I hope i am able to clear you doubt
