The development and deployment of lethal weapons should be carefully evaluated in order to minimize the risk of endangering uninvolved persons, and such use of weapons must be carefully controlled.

A) and such use of weapons must be carefully controlled
B) and the use of such weapons must be carefully controlled
C) and care must be taken in controlling the use of such weapons
D) and care must be taken to control such weapons’ use
E) and care must be taken to control the use of such weapons

Yes here is competition between only option B and E

B: Carefully(adverb) controlled - modify verb
carefully evaluated --------- carefully controlled - Prallelism

E : Care ??? ---
this option is passive.


Option B is better is meaning

How are options C, D, and E incorrect from the parallelism perspective.
Are there any other errors in these three options apart from passiveness?

First note that independent clauses joined by a comma and 'and' do not need parallelism, though no harm in putting them in parallel. Parallelism creates clarity.

D&D of lethal weapons should be carefully evaluated ... and the use of such weapons must be carefully controlled.

They are parallel and easy to read and understand.

Options (C), (D) and (E) are not parallel.
Option (C) has incorrect meaning - It seems to say that "care must be taken in controlling.." which means "watch out.. don't control too much..."
Option (D) uses possessive with inanimate objects 'weapons' use.' It is better to say 'use of weapons'
Option (E) might not be incorrect but option (B) is much better.
