The diagram shows the proposed seating assignments at a meeting of students from two schools that are to engage in a joint science project. Each of the three large circles represents a table. Small blue circles represent students from School X and small white circles represent students from School Y.

One way of rearranging the seating so that each student will sit next to at least one student from the other school is for Miranda to change places with____, while Fiona changes places with ___.
For the most part, this is true - each student is sitting next to at least one student from the other school
Only Kitty is sitting with both of her own school. So some changes will be required there.
We have fewer Blue circles and more White. To ensure that each student is sitting next to at least one student from the other school, we can have at most 2 white circles together. Note that an exchange between two people of same school (same colour circle) is a wasted step.
Step 1: Miranda (blue circle) should change places with one of the white circles of Kaleb, Kitty or Simon. But that will give us a white circle between Adam and Lily (3 white circles together) so we need to rectify it in step 2.
Step 2: Fiona is the next one to change places which means that we will get a white circle in her place after the exchange. Hence Simon must have been removed from the current place in Step 1 so that we do not have 3 white circles together.
In Step 2, Fiona would be exchanged with Adam or Lily so that 3 white circles do not appear on that table together.
ANSWER:
Miranda changes places with Simon.
Fiona changes with Lily.

If you have to ensure that each student of one school sits next to atleast one student of another school, then no three students from one school can sit next to each other.
Here Kaleb, Kitty and Simon are sitting together, and to ensure the above, the ones in the corner can be interchanged with student from other school in the adjacent seats.
So, one way is Laura and Kaleb, and the other way is Simon and Fiona.
But as the statement talks of two rearrangements, so we look for the names that come up. The name that is fixed is Fiona, so we are looking at Simon too.
First blank: Simon
Second blank: By changing Miranda with Simon, we have three students of same school, Adam, Simon and Lily, together in the other table, so Fiona changes with one of the students in the extreme of these three, Lily or Adam. Lily is in the option.
The other way is to simply place the options. A quick scanning of 3*3 or total 9 ways to use options may not be a very big task.
