Took 15 seconds to do this Q.

Main Issues:
1) Idiom: Correct idiom is "as much X as Y"
2) Parallelism: X and Y should be parallel in the above idiom.

A. as it was by - Wrong: Parallelism
B. and also by - Wrong: Idiom
C. as by - Correct
D. and equally by - Wrong: Idiom
E. as there was - Wrong: Parallelism
