As much as is the correct idiom. So options A,C and E are fine from this point of view.

A.as it was by - it has no antecedent, incorrect comparision.
C.as by - correct
E.as there was - for there, there is no antecedent , there must refer to place.

1) Idiom: Correct idiom is "as much X as Y"
2) Parallelism: X and Y should be parallel in the above idiom.

D. and equally by - Wrong: Idiom
E. as there was - Wrong: Parallelism
