I didn't understand the meaning of the argument. Would anyone explain it in a easy way?

Under the exam pressure this question tends to get tough especially if one cannot understand what tautology means. But in such situation try to draw meaning from the given context.

Firstly argument defines layman perception of the slogan "SoF". It then goes on to define how the same slogan is perceived differently among scientists. Then the author concludes by saying that although the claim is true, it is neither informative nor of scientific interest.
So, as per his assumption, for any true claim to be qualified as scientific, it has to be either informative or of scientific interest or both.
