The federal rules aimed at protecting human subjects of medical experiments were established to ensure that patients must be warned of potential risks and an independent panel would evaluate the experiment before it was conducted.

got stuck between d and e. I have a doubt ..lets say ans choice d read

will be warned about potential risks and that an independent panel will ....would it have been a better choice than e as action started in the past and continues in the future so we need present or present perfect tense. Please someone correct me if i am wrong.

i agree but the the rules still exist right ..they have not ended. So i was advised that is something happened in the past and continues we should have a present perfect or present tense. Can someone please clarify ?

An action started in the past and continuing at the moment will need present perfect.
But the revised choice D is using no such present perfect tense such as have been warned . Nor does it indicate a present tense verb such as ‘are warned’. All that D does is to use a simple future tense ‘will’, landing the clause into the trap of shift of tense since the main clause is in past tense. When the main clause is maintaining some tense, it is essential that relative and subordinate clauses also maintain the same tense.

So D falls out of contention.

thanks daagh....you're best. this thing was playing on my mind for quite sometime now. So lets say choice d read

are warned about potential risks and that an independent panel would .......could we say it is a better choice

nope; 'are warned' is simple present tense; a simple present tense is also not right when you have to match the past tense with the past tense of will i.e would. Additionally, you may see 'are warned' is not parallel to 'would evaluate'

ah i see . Daagh, if it is not too much to ask what would we a correct form of (action took place in the past and continues in future) for this sentence.

Events that started in the past, that go through at present and that are going to continue in the future are mostly universal facts such as the sun rising in the east and setting in the west or the planets going round the sun etc. In such cases the normal tense used is the simple preset.

The sun rises in the east; the sun sets in the west
The planets go round the sun;

Some events that happen routinely (in the past, in the current time and also in the future), though may not be as universal as the above mentioned cases, are also indicated by the simple present.

The Grandtrunk Express leaves Chennai at 8 AM and reaches New Delhi the next day at 10 AM.
This phenomenon occurred routinely in the past also. So we use simple present tense.

Why is C wrong here ??? Why cant we use present tense since the earlier part is in past tense ???
