"a tax imposed by the destination country no tax imposed by the destination country no separate shipping address specified". This bit from the dropdown answer choices, seems to be repeated in the question wording. I guess the question should end at the second dropdown.
Solution: working backwards from the 2nd option is helpful here. We see that the tax is ONLY applied, under all cases, if the "destination country" applies a tax. Therefore, we look for a scenario where a 0% tax may be applicable, which is when the "destination country" does not apply any tax. Hence, 0% tax is applicable, when "there is no tax imposed by the destination country".

I found it a bit tricky, But got it right anyway. Realization:- Pay attention to the word must, If you try using any other option combo besides the correct combination choice, you will find that they are a could be true form of answers.
example 1] For orders from this business, a billing-address tax must be applied to each international shipment for which there is a tax imposed by the destination country
-> This is not a must be true situation, because from the tree diagram we can see that this could also be true for shipping-address tax.

[color=#0f0f0f]-> this combination doesn't make any sense. It doesn't fit in from the given tree diagram.[/color]
