Explanation

To bring the average rate of change closer to the slope of the trend line, the rate of decline must be flattened. Removing points from the high end of the production scale will result in a line that has almost the same vertical drop over a shorter horizontal distance, making the slope steeper. Removing midrange points will have no effect, but removing the first point drops one end of the dotted line, flattening its slope.
