Official Explanation

Question #1

There is a cluster of colleges with resident tuition of approximately $2,000. Although the nonresident rates for some of these colleges can be as high as $8,000, most cluster between $4,000 and $6,000.

Answer: D

Question #2

There are two colleges with nonresident tuitions of approximately $12,000. One of these has a resident tuition of about $4,000. The high nonresident rate for this college is far above what the trend line would predict. The other college, with a resident tuition of about $7,500, charges nonresidents less than the trend line would predict.

Answer: D

Additional Question

Only a few colleges have resident tuitions above $4,000, so this restriction does not eliminate many schools. In fact, only the three highest nonresident tuitions are eliminated. To include all schools with resident tuitions less than $4,000, the upper limit on nonresident tuitions must be set at $10,000.
