I believe Statement 2 could be rephrased as it made me think that the average of the whole year did not fall below 5%.

"Out of the years given, the U.S. unemployment rate fell below 5% only in 2006 and 2007."

This could be phrased as so:
"Out of the years given, in any given month, the U.S. unemployment rate fell below 5% only in 2006 and 2007."

Exactly, else its just not fair as it just seems like they are asking for average. Moreover, this makes us question the line we should draw to use more of our brain.

­For each month during this period, the maximum unemployment rate occurred in 2010. => False

Sort each Month column
=> the max rate for Apr is year 2009


The median unemployment rate for April was higher than the median rate for May. => True

2002 to 2011: 10 years

Sort column Apr, the median is \(\frac{5.6 + 5.9}{2} = 5.75\)
Sort column May, the median is \(\frac{5.6 + 5.8}{2} = 5.7\)


Out of the years given, the U.S. unemployment rate fell below 5% only in 2006 and 2007. => False 

Sort each Month column = > Aug 2005: the rate is 4.9 only

If you look at the unemployment rate, it fell below 5% in more years than just 2006 and 2007 so it's false
