The foreign minister of Zeria announced today that her country was severing diplomatic relations with Nandalo because of Nandalo’s flagrant violations of human rights. But Zeria continues to maintain diplomatic relations with many countries that the minister knows to have far worse human-rights records than Nandalo does. In other words, the human rights reason is not a primary reason to sever ties with said country since Zeria continues to have equations with other countries which have violates such rights.
Option D mirrors this reasoning by saying that:
Armand declined Helen’s invitation to dinner on the grounds that socializing with coworkers is imprudent. But since Armand went to a movie with another coworker, Maria, that same evening, his expressed concern for prudence cannot fully explain his refusal.-
conclusively proving that there has to be another reason for Armand to decline Helen's invitation just as there seems to be an alternative explanation for Zeria to cut ties with Nandalo.
In other words, the human rights reason is not a primary reason to sever ties with said country since Zeria continues to have equations with other countries which have violates such rights.
