Because the graph is labeled in percent of people sleeping, it asks for the increase in percent of people sleeping. Therefore, the percent increase has nothing to do with the difference, just the units.

and why aare we calculating % increase in percent? the percent increase would just be the absolute diffrence, the second part does not make sense.

The percentage of people who are asleep dips below 50% at about 7:00 am, and it doesn't exceed 50% again until just after 10:00 pm. That would make it approximately 15 straight hours during which more than half of the population is awake.

At 7:00 am exactly 50 % are sleeping so exactly 50% are awake but we need more than 50% awake so we should take from 8:00 am to 10 pm which is 14 hours. Please clarify.

It drops below 50% just after 7 am and rises above 50% just after 10 pm, so that totals roughly 15 hours, not exactly 14.
