The International Labour Organisation has issued a call to countries to ensure that their youth are not out in the cold. The ILO's report on global employment trends for youth says that nearly half the population of unemployed are youth in the age group 15-24. An additional 59 million young people between 15 and 17 years of age are engaged in hazardous forms of work.

We need to be in alignment with passage

ILO has issued a call to countries

Reasons are listed.
ILO is making effort to mitigate this effect and try to overcome this situation

B correctly states this
None of other choices result in such cases.

The question says that the ILO has issued a call to the country. The next sentences provide justification to emphasize why this call was necessary.

Possible types of conclusion from pre-thinking:
1. The next steps to be taken by the countries or by ILO.
2. The expected outcome of the ILO's call.
3. Reasons why the countries need to respond to the call.
4. Something about what happened in a similar scenario in the past.

Lets evaluate the options.

(A) The global community has in recent years woken up to this challenge and various institutions are engaged in evolving long-term strategies to address the situation. Incorrect. Had the global community woken up, there wouldn't have been any need for the ILO to issue a call.

(B) Clearly the human and social cost of under-employment and unemployment on such a massive scale cannot be mitigated in the absence of a concerted
effort. Correct. This aligns with point 3 of the pre-thinking. It explains why countries cannot ignore the problem and need to respond to the ILOs call.

(C) With developing countries home to 85 percent of the world's youth the magnitude and dimensions of the challenge are formidable.
Incorrect. There is evidence to show that the problem is concentrated in developing countries. Developing countries may have 85% of the world's youth, but all the unemployed youth may be based in the developed countries.

(D) The Youth Employment Network, coordinated by the United Nations, the ILO and the World Bank, has been at the centre of a new initiative.
Incorrect. Had there been a new initiative in place then why issue a call?

(E) With so much unemployment, it is no wonder that crime and anti-social activities are on the increase.
Incorrect. Adds more issues of unemployment. Does not connect to the need for a call.

The source of this is sketchy. I recommend you stick good sources. But to answer your question, I didn't see a reason to include the developing countries part. Using the information given, it can be logically concluded that it will take effort to eliminate it on a global scale.
