Hi Hoozan, present participial phrases (in this case , interacting among one another....) towards the end of a clause and preceded by a comma, usually modify the subject of the preceding clause.
In this case, the subject of the preceding clause is "which" (which refers to confederacy).
So, E seems to nonsensically suggest that the confederacy interacted with each other, while the intended meaning is that the tribes interacted with each other.
