The center of the argument is the public safety. Author claims in order to protect public safety, license should be created or dogs should be banned. We will be able to evaluate the argument only on basis of the past injuries caused by the dogs.
If we know that dogs in Newtown has created problems in past, then we can agree with the author's argument of issuing license or banning the dog ownership.
Its difficult to evaluate what acceptable number of injuries is but B is the best choice...sometimes the right answer is not necessarily perfect but is simply the best out of the bunch.

B The number of injuries caused by dogs in Newtown in the past. - True, since this is the main reason why Mayor cares about public safety. Mayor wants to be good Mayor of the city, dogs injure people, thus he cares about newtowners. If the number of injures were insignificant, his conclusion would have been weakened or irrelevant.
C The standard required for residents to get drivers' licenses in Newtown - He talks about dogs and public savety. He mentioned driver licences as an example only- irrelevant.
D The proportion of Newtown residents who own dogs - see A.
E The cost of having a dog trained professionally in Newtown - tricky, since cost affects the decision of dog owners either to train dogs or not (than to be banned). So cost would affect only the decision of dog owners to have dogs or not, however high cost of training does not mean that the more expensive the training the more secure newtowners.
Why should the level of license requirement for dog owners should be raised in NewTown?
The mayor is concerned about public safety and wants to raise the license requirement level because there must have been dog incidents with the people at Newtown. Dogs must have injured some people in the past.
