(A) The majority of Minion County residents already encounter frequent advertisements from most Lemming County businesses, via radio and print media.

Alternative means of advertising is there thus it weakens the argument that television would ensure effective advertisement

(B) The merger between Yin and Yang came about because a growing number of Minion County residents do not subscribe to cable television.

Flaw in plan, if this is an unstated assumption than merger alone would not result into increased advert effect

(C) Most Minion County residents who watch cable television tune in to premium channels that do not show commercials.

Flaw in plan again, with the assumption of cable being installed but the central idea is the effect of merged network which would be ineffective if viewers do not watch ads

(D) Many of the channels offered by Yang Cablevision broadcast programming are from out of state networks that do not accept advertising from outside of their respective areas.

As Yang cable broadcast programs are from out of state then the only way the advert reach can be increased is by catering the Yin cable viewers, hence, merger would ensure the success of plan, though the more than twice as much viewers are questionable but certainly will increase the viewer base with the help of integration of Yin. Thus the argument strengthens the statement

(E) Rates to advertise on the merged networks’ channels will increase significantly, beyond the budgets of most area advertisers.

Forced assumption that rate would increase and would then lead to less advert which may not be a credible (or the only possible) assumption

These are Yang Cablevision’s channels (i.e. from Lemming County’s side).

The benefit is supposed to come from exposure to Minion County’s viewers, not Yang’s own channels.

Even if Yang's channels can’t air Lemming ads, that doesn’t reduce the new potential audience in Minion County.

So this point is not relevant to the argument about expanded reach into Minion County.

In other words: even if Lemming's (Yang's) own channels can't broadcast out-of-state ads, that has nothing to do with Lemming businesses advertising to Minion viewers.
