Tough sentence. I think the meaning is correctly implied in E. The use of to send seems wrong in b and d. In E the NASA team will send signals so that the two following, ing modifiers will take place.

IMO the answer is C
Here the meaning of the sentence is quite important. The sentence mentions that the mission team will start sending signals to deploy the camera as regular options will stabilize the aircraft and conserve enough energy to conduct the intended probe . Here as plays the function of a simultaneous action and can be checked by using while or during instead of as. This narrows down the choices between C and E
E however says that sending signals to deploy the camera causes the operations to stabilize and conserve . The intended meaning should be that the stabilization of the ship allows the spacecraft to conserve enough energy to conduct the intended probe test. This allows us to eliminate E leaving us with C as our answer.
