A recent court decision has qualified a 1998 ruling that workers cannot be laid off if they have been given reason to believe that their jobs will be safe, provided that their performance remains satisfactory.
I don't to know "provided that their performance remains satisfactory"modifies what, and I can't totally understand this sentence's meaning.

"provided that their performance remains satisfactory" is an adverbial modifier. It modifies "will be safe". It answers the unspoken question "under what condition will their jobs be safe?" by providing extra detail.

"Provided" is used as a conjunction here, meaning "if, on condition that". It introduces a subordinate / dependent clause. There should be subject and predicate in each clause. In "provided that their performance remains satisfactory", the subject is "their performance" and the predicate is "remains satisfactory".
