The Motor Drivers’ Association annually hosts a charity event to raise donations for several local welfare organisations. The funds raised at this year’s charity event were unusually low because of unexpectedly dismal attendance by the locals. All the usual mediums of publicity used every year such as televisions, big tabloids, hoardings, etc. were used to extensively advertise the event well ahead of the set date for this year’s event too. Only a few small magazines were not considered this year for the purpose of publicizing the event. This shows even the smallest departure from the usual can greatly impact the outcome of the situation.

B. Most of the donations come from the businessmen of the city who liberally contribute to the funds under their corporate social responsibility.- irrelevant

C. Several fund raisers that captured the interest of many of the regular charity donators were held in the city on the same day, something that would otherwise be impossible because of paucity of banquet halls.- so many of the regular charity donators were attending other events on the same day

D. There has been very little variation in the circulation of the small magazines of the city.- irrelevant, the variation in small magazines is not relevant

E. The charity event organized by the Motor Drivers’ Association is the most eagerly awaited annual event in the city.- irrelevant

The OA is stated as option C. Can you please help me eliminate option A/ select option C?

One thing I notice right away in this problem is that the argument is assuming that the reason for the lower attendance is publicity, and in particular the handful of small magazines that didn't include event advertising. So the flaw I see is that there's an assumption of causation (vs. correlation) - we know the event was poorly attended, but we're predicting that it had something to do with publicity.

Whenever I see a correlation/causation issue like this, my first thought is to look for an alternative cause. What else could have caused low attendance? Maybe a giant snowstorm or a transit strike that made it difficult for people to attend? Maybe it took place on the same day as a more popular event (e.g. that city's soccer team unexpectedly qualified for the Champions League final)?

(C) is a perfect alternate explanation - people knew about the event, but had other plans this time (a rare occasion). So (C) matches the correlation/causation issue inherent in the argument.

With (A), admittedly I'm bringing in some outside knowledge of marketing/advertising but just the idea that the small magazine readership "was reached" by other marketing avenues doesn't mean that missing those magazines wasn't an issue - advertising requires repetition and the medium often matters (where do people really pay attention vs. generally tune out). So (A) doesn't seem to undermine the idea that those small magazines could have still been a factor. AND it doesn't give us an alternate explanation - with (A) we're still kind of wondering whether that small deviation could have been the difference; with (C) we have good evidence that the difference was made by something else entirely.
