"during.... England" is ing-modifier. it needs a subject. "Madison and Hamilton" are clearly the subject of the sentence. if "among others" is placed after M&H ,it makes much more sense to say M&H were two people among many others. before M&H ,now it distorts the meaning. is it other people or other needs??
placed between two commas , it's a non essential info and at a flawed position.

(E) The need recognized by Madison and Hamilton, among others, was to foster allegiances among all the states during their burgeoning independence from England
in this sentence it definitely sounds like "among others" is talking about among other needs. that's not the intended meaning of the sentence.

The pronoun "its" doesn't have an antecedent. The sentence construction is flawed.
(B) The need to foster allegiances was recognized by Madison and Hamilton, among others, between all the states during their burgeoning independence from England.
The use of between is wrong; between can't be used for more than two; among must be used.
(C) During the United States’ burgeoning independence from England, Madison and Hamilton, among others, recognized the need to foster allegiances among all the states.
This sentence doesn't use a pronoun without an antecedent, everything is parallel, among is used. This looks like the winner.
(D) During the United States’ burgeoning independence from England, among others, Madison and Hamilton recognized the need to foster allegiances among all the states.
"Among others" is placed in a flawed position. It should come after Madison and Hamilton.
(E) The need recognized by Madison and Hamilton, among others, was to foster allegiances among all the states during their burgeoning independence from England.
The sentence positioning is flawed.

It looks like C is the winner. :)

I did not understood the use of 1st 'among us' (after Madison and Hamilton), Can someone please explain its significance in E and D?

In D "among others" relate to other states, so "from England, among other states", while in E after Madison and Hamilton means "among other people"

Concept tested between and among = among all the states is correct
Modifier = Madison and Hamilton must modify during the states….. clause

C) During the United States’ burgeoning independence from England, Madison and Hamilton, among others, recognized the need to foster allegiances among all the states.


Hence c is correct

OFFICIAL EXPLANATION



The correct answer is (C).

The original sentence is flawed in three ways. First, it uses the awkward passive voice (. . . was recognized by...). Second, between is incorrectly used to refer to more than two states; among should be used instead. Third, the pronoun its (in the final clause) does not refer clearly (or correctly) to its intended antecedent states. Choice (C) revamps the sentence, remedying all three problems.
