Nice split of that & those - that is correct.
Left with C, D & E - E mixes the comparison between culture & country.
Close call between C & D.

C is the OA - the tense markers warrant a 'did' which is better than 'have', in this context. Tenses can be good decision points, once mastered!

Because its in past
So between b and c I will choose c as it has - that of their

Modifying error - those is wrong, two cultures - 'culture of their homeland and culture of their new country' correct form

same as A

D) that of their homeland and that of their new country—just as millions of East Europeans have Keeps

E) that of their homeland and new country just as millions of East Europeans have Incorrect

meaning change

Comparison and Subject-verb agreement.
just as is used for giving example. "As" is more appropriate.
those/that - usage of that is more appropriate as it is referring to one of the 2 cultures.
IMO answer is C

A) those of their homeland and those of their new country—just as millions of East Europeans have

B) those of their homeland and those of their new country—as millions of East Europeans did

C) that of their homeland and that of their new country—as millions of East Europeans did

D) that of their homeland and that of their new country—just as millions of East Europeans have

A) those of their homeland and those of their new country—just as millions of East Europeans have --> pronoun-antecedent agreement error(pull singular doesn't agree with those(plural))

B) those of their homeland and those of their new country—as millions of East Europeans did ---> same as A

C) that of their homeland and that of their new country—as millions of East Europeans did --> corrected the pronoun-antecedent agreement error, but the usage of did looks incorrect. Europeans didn't do some action in the past, but they have faced similar circumstances.

D) that of their homeland and that of their new country—just as millions of East Europeans have ---> Correct

E) that of their homeland and new country just as millions of East Europeans have ---> pull of their homeland is being compared with the new country. Incorrect.

How can the answer be C? They are not doing any action. D is incorrect for have but C is incorrect too.

those vs that
here we are talking about the pull of two cultures.
the pull of immigrants homeland culture
and
the pull of immigrants new country culture.

Pull is singular, therefore those doesn't make sense.
Eliminate A and B

Have/Did
did is the verbal pronoun- did can be replaced with "are facing " in its tense.

The new immigrants are facing the pull of two cultures just as millions of East Europeans faced in the past. [Correct]

Have - no verb to follow

Did is right form to use.

Eliminate D and E.

Correct Answer- C

This question is badly written, prob not a gmat question.
None of the answers were right.
Did vs. have
Did has to refer to a verb that is also in its past tense, the first part of the sentence is are facing.
Did basically has nothing to refer. The word we are looking for is faced.
Similar situation for have, what must follow have is faced, which is missing.

I am fairly confident that this rule is tested on GMAT several times, and it is also discussed in the Manhattan GMAT SC book.
Please remove this question, shouldn't be used to study GMAT.
