The beauty about DS is you don't actually have to solve, if you know the question can be solved by given information then the statement becomes sufficient.

Assume:
dogs = x
cats = 2x
fishes = 6x

Total pets = 9x

Sattement1 :
The number of cats in Libby’s house is 12,
i.e, 2x = 12
We will get value of x no of cat and other animals hence we can find probability.

Sufficient.

Statement 2:
The total number of pets in Libby’s house is 54.
9x = 54
=> number of cats = 2x = 12
Again we can find the no of cats and other animals hence we can find the probability.


Hence, both of the statements seems to be sufficient
