During this period, when the United States percentage was steadily decreasing
This means the percentage did not drop down suddenly and then rise. So, the % was always between 3 and 2.2% of GNP and it was greater than that of Germany and Japan

D) is the only answer that makes sense.

The OA is (D). The source is OG CD #107. My answer was the same as kapslock, (C). I now understand why (D) is correct, but thought when I dealt with this question that (D) looks too straight(too normal). Is this a typical question of conclusion?

Just one correction. Not OG CD, but OG CR. Sorry for the confusion.
