Hello Karthik,

This is not a standard. The best way to question yourself is to create your own example (like GMATNinja says).

For example:

1. Neither of the students is having counter strike set up.
2. Neither of the students turned up for Badminton practice earlier today.
3. You can search all day long but you won't find either of the books. (an example of either)

I hope that helps !

Regards

The official languages are of India, Hindi, and of Pakistan, Urdu, but neither are spoken by a majority of the population.

Major issues:

1) "Neither" is singular, and hence it requires a "is" and not "are".
2) Parallelism

(A) The official languages are of India, Hindi, and of Pakistan, Urdu, but neither are - Wrong: Issue 1; Structure
(B) The official languages are of India, Hindi, and of Pakistan, Urdu, but neither is - Wrong: Structure
(C) Officially, the languages are Hindi for India and for Pakistan, Urdu, but neither are - Wrong: Issue 1
(D) The official language of India is Hindi, and that of Pakistan is Urdu, but neither is - Correct
(E) The official language of India is Hindi, and Urdu in Pakistan, but none is - Wrong: Issue 2
